8(a), SDVOSB, WOSB, HUBZone: Which Set-Aside Is Right for You?
Set-asides are contracts the government reserves for specific categories of small business. Here's what the major programs are and how to think about which to pursue.
8(a) Business Development Program
For businesses that are at least 51% owned and controlled by socially and economically disadvantaged individuals. The 8(a) program is a nine-year development program with access to sole-source awards up to a threshold and dedicated set-aside competitions. It's one of the most powerful certifications available — and one of the most involved to obtain and maintain.
SDVOSB — Service-Disabled Veteran-Owned Small Business
For businesses at least 51% owned and controlled by one or more service-disabled veterans. SDVOSB set-asides are substantial, and the VA in particular prioritizes SDVOSB firms. Certification is verified through the federal system.
WOSB / EDWOSB — Women-Owned Small Business
For businesses at least 51% owned and controlled by women. EDWOSB adds an economic-disadvantage test. These set-asides apply in industries where women-owned firms are underrepresented, so eligibility can depend on the NAICS code of the opportunity.
HUBZone — Historically Underutilized Business Zone
For businesses located in a designated HUBZone, with at least 35% of employees living in one. HUBZone offers set-asides plus a price-evaluation preference in full-and-open competition. Location and workforce requirements must be maintained continuously.
How to choose
- Pursue what you genuinely qualify for. Certifications are verified, and misrepresentation carries serious penalties.
- You can hold more than one. Many firms stack, e.g. 8(a) and SDVOSB, to maximize eligible opportunities.
- Match to where the work is. Check which set-asides show up most in your NAICS codes and target agencies.
- Weigh the effort. 8(a) and HUBZone require ongoing compliance; factor that into the decision.
